Remind him of the biblical promises: When a brother feels that he cannot even forgive himself for the mistakes he made; Remind him of the biblical promises about God’s forgiveness! (Ex: Psalms 8:5). Also mention the benefits of forgiving the offenses of others (Ex: Matthew 6:14).
